AVs offer several advantages: they cannot drive drunk, distracted, or tired, making car trips easier and less stressful. However, their widespread use could lead to severe congestion, worsening the divide between those in AVs and those stuck in traffic. The rise of ride-hail services has already increased driving, thickened congestion, and undermined public transit. AVs, with their privacy and consistency, could exacerbate this issue.

Cities must act now to ensure that AVs enhance rather than harm urban life. Here are some steps to consider:

Put a Price on Congestion

As AVs become more common, cities should prepare for an increase in traffic. People may take more trips, and deliveries could skyrocket. Deadheading—vehicles driving empty—could also worsen congestion. A solution is to implement congestion pricing, similar to New York City’s model, which charges cars entering Manhattan during weekdays. This approach has reduced traffic and improved conditions. Cities could also consider mileage-based fees for AVs and ride-hail cars when not carrying passengers.

Get a Handle on the Curb

AVs will change how we think about parking. Unlike traditional cars, they don’t need to find a spot after dropping off passengers. However, this raises questions about where AVs will stop. Cities should identify optimal pickup and drop zones to avoid disrupting traffic. Creating a digital map of curbs can help manage curb use and reduce double parking. Some cities, like Philadelphia, have piloted smart loading zones that allow vehicles to reserve spots through apps.

Stop Building New Parking (and Charge Market Prices for Existing Spots)

As AVs become more prevalent, demand for parking will decrease. Cities can repurpose parking spaces for housing, parks, or other uses. Eliminating parking minimums, which require new developments to include fixed parking spots, can reduce construction costs and encourage alternative transportation modes. Automate Enforcement

Self-driving cars have caused issues on public streets, such as interrupting emergency vehicles and pulling over in no-stopping zones. Cities should use technology to enforce traffic laws, regardless of whether a human or algorithm is at fault. Automatic cameras, proven effective in many countries and U.S. states, can deter violations and ensure compliance. Loosening restrictions on camera use could help cities enforce laws more effectively.

The transition to AVs presents both challenges and opportunities. While the timeline for universal AV adoption remains uncertain, cities must act now to ensure that policies support sustainable and equitable urban development. By implementing congestion pricing, managing curbs, rethinking parking, and automating enforcement, cities can prepare for a future where AVs enhance, rather than hinder, urban life.
