Revolutionizing Policing: Albuquerque Police Department Introduces Autonomous Drones

Albuquerque Police Department (APD) is taking a significant step forward in modernizing its operations by integrating autonomous drones into its law enforcement strategy. This innovative approach allows officers to gather critical information about potential crime scenes before arriving on the scene, enhancing both efficiency and safety.

Advanced Technology at the Core of APD's Strategy

Chief Harold Medina emphasized that APD is leveraging cutting-edge technology to stay ahead of criminal activities. The department employs a range of tools, including license plate readers, gunshot detection systems, helicopters, body cameras, bus dash cameras, speed cameras, and now autonomous drones. These technologies collectively contribute to a more proactive and responsive policing model.

One of the most notable advancements is the use of drones equipped with cameras that can be deployed quickly. Typically, drone operators must maintain visual contact with the drone, as mandated by the Federal Aviation Administration (FAA). However, APD has received a waiver allowing it to use drones as first responders. This authorization enables the department to send drones to locations where traditional response methods might be delayed.

Strategic Deployment of Drones

APD plans to house over 50 drones in “hives” strategically placed on the roofs of seven to nine buildings across Albuquerque. These hives will serve as launch points for drones, which can be dispatched from the nearest location to a potential crime scene. Trained operators at the Real Time Crime Center (RTCC) will manage these operations, ensuring that drones are launched efficiently and effectively.

Fouad Cherair, the RTCC’s Manager for Live Operations and a drone pilot, explained the process of inspecting and launching drones. He highlighted that the inspection takes under two minutes, after which the drone can be launched with a single click. Operators can choose between autonomous flight or manual control using a mouse and keyboard, while maintaining visual awareness of the airspace and ensuring strong GPS and connection signals.

Enhancing Officer Response and Safety

The live feed from the drones will be accessible to responding officers via their phones or patrol car computers. Cherair noted that pilots will also relay observations to officers en route, providing valuable insights before they arrive at the scene. This capability allows officers to assess situations more thoroughly, identify victims, and coordinate resources more effectively.

Chief Medina explained that the quick deployment of drones can help determine whether an officer needs to respond. For example, if a suspicious car is spotted in a park, a drone can be launched to verify its presence without sending officers immediately. This not only saves time but also reduces the risk of unnecessary confrontations.

Addressing Concerns About Privacy and Surveillance

While the use of drones may raise concerns about privacy, Chief Medina clarified that the program is not about constant surveillance. Drones will only be deployed in response to specific calls for service, ensuring that they are used appropriately. Additionally, the footage captured will be used as evidence, but areas such as homes and businesses on the way to a crime scene will not be recorded.

The drones are designed to fly with the camera pointed straight ahead, preventing any encroachment on private spaces. Medina emphasized the department's commitment to respecting community privacy and ensuring that the technology serves as a "win-win" for everyone involved.

Supporting Officers and Reducing Use of Force

The new drone program also aims to prevent officer-involved shootings by providing officers with crucial information before they enter a potentially dangerous situation. Instead of rushing into a backyard to locate an individual, officers can use the drone to gather intelligence, which could lead to de-escalation and a safer resolution.

Furthermore, the information provided by drones can help officers assist victims more quickly. If officers are waiting for other resources to arrive, the offender may have already left, leaving the victim without immediate medical attention. With the drone's real-time data, officers can act more swiftly and effectively.

Maintaining Traditional Resources

Despite the introduction of drones, APD will continue to use its two helicopters for longer-range pursuits. The department also plans to retain its other line-of-sight drones, as they offer different capabilities that complement the autonomous drones.

By integrating this advanced technology, APD is setting a new standard for law enforcement, combining innovation with a commitment to public safety and community trust.
