A Glimpse into the Future: Whisper Valley's Geothermal Innovation
Whisper Valley, a sprawling community in Manor, Texas, offers a unique look at what the future of sustainable living could look like. This modern neighborhood is filled with contemporary homes, well-kept lawns, and quiet streets. What sets it apart is the network of pipes and man-made reservoirs beneath the surface that provide heating and cooling to hundreds of households through geothermal technology—a resource that currently accounts for less than 1% of total U.S. electrical demand.
When fully developed, Whisper Valley will consist of approximately 7,500 owner-occupied and rental homes, multifamily units priced between $350,000 and $750,000, three schools, 2 million square feet of commercial space, and 700 acres of parks and outdoor spaces. Habitat for Humanity is also planning to build affordable housing that will connect to the geothermal system.
Zac Turov, business development manager for EcoSmart Solutions, which manages the geothermal system, highlights that residents using geothermal-powered heat pumps can save up to $2,000 annually on utility bills, according to a third-party verified Home Energy Rating System.
Michael Wilt, who has lived in the community for six years, says he has never had utility costs exceeding $70 during the summer or $45 in the winter. He pays an additional $60 monthly fee to EcoSmart for operation. “The geothermal system was definitely part of the appeal, but really it was the entire ‘agrihood’ feeling of the whole development,” he added, referring to neighborhoods designed with green infrastructure in mind.
The Challenge of Adoption
Developer Michael Thurman has built over 30 of the more than 600 homes in this mixed-use development. His company, Thurman Homes, plans to build up to 50 more. The community is located 15 miles northeast of Austin, an area home to tech companies such as Google, Tesla, Dell, Samsung, and Applied Materials.
Thurman sees geothermal as a "common sense" approach to reducing fossil fuel use. According to the Environmental Protection Agency, heating, cooling, and electricity account for about 30% of U.S. greenhouse gas emissions. However, not all developers in Whisper Valley have adopted the geothermal system.
The primary barrier is cost. Installing heat pumps and connecting to the geothermal network costs about $40,000 per home. “We can't keep doing the same things,” Thurman said, emphasizing the need to cut emissions. “This isn’t tough to do, but you have to have core values that make you want to do it.”
Geothermal is more expensive than other forms of renewable energy, including wind and solar, according to new estimates from Lazard. Despite this, Turov remains optimistic. “The goal is for all the developers who build here to use geothermal, but it’s still a tough sale.”
Innovations and Potential
Advancements in drilling technology have made geothermal systems more accessible. Drew Nelson, vice president of programs, policy, and strategy at Project Innerspace, notes that “it is hot everywhere underground.” Modern drilling techniques now allow access to this heat almost anywhere.
The International Energy Agency estimates that next-generation geothermal potential could power the world 140 times over. The U.S. has the resources to lead in this industry, along with countries like China and India.
Nelson believes that as more projects are implemented, costs will decrease. “Geothermal will be competitive with solar and wind paired with battery storage,” he said.
Old Technology, New Interest
Using underground water reservoirs for heating and cooling is not new, but it was traditionally limited to regions with natural hot reservoirs, such as Iceland or California. As of 2021, geothermal power production was concentrated in Western states, with California and Nevada accounting for over 90% of the country's output.
Geothermal is one of the cleanest ways to produce electricity. It has largely avoided the scrutiny of former President Donald Trump, who reduced federal support for renewables like wind and solar.
Bryant Jones, executive director of Geothermal Rising, explains that Trump supports geothermal because it is “all American.” It is local and can help rural areas transition economies.
Tax Credits and Policy Challenges
Geothermal tax credits for developers and homeowners who install heat pumps helped Whisper Valley grow. Industry leaders pushed Congress to retain these credits in the Inflation Reduction Act, but wind and solar faced cuts. Geothermal, nuclear, and hydropower projects that begin construction by 2033 are still eligible.
Jones emphasizes that geothermal doesn’t have a technology problem—it has a policy issue. “It hasn’t had the policy support the way the oil and gas industry has, or the nuclear industry, and most recently, the solar and wind industry.”
Evolving Technologies
Traditionally, geothermal was limited to areas with natural hot reservoirs. However, advancements in technology have opened new possibilities. Enhanced geothermal systems (EGS) create artificial reservoirs through hydraulic fracturing, while closed-loop systems use sealed wells to heat and cool buildings without direct contact with rocks.
“The more that people learn about geothermal, the more obsessed they become,” Jones said. Geothermal’s appeal includes its low carbon footprint, reliability, and established drilling technology.
Scaling Up Geothermal
Systems serving multiple buildings are more affordable. “A way to address that is through thermal energy networks,” Jones said. These networks lower costs for everyone involved.
Eversource in Framingham, Massachusetts, provides geothermal energy to 140 residential and commercial customers. After a two-year pilot project, customers can choose to return to natural gas or continue using geothermal.
Federal Funding and Community Projects
Last year, the U.S. Department of Energy awarded $37.7 million to five cities to install district-scale geothermal systems. Ann Arbor, Michigan, received the largest grant, $10 million, to build a community geothermal system serving 262 homes, a school, and a community center.
Missy Stults, director of the city’s Office of Sustainability and Innovations, says some households in the area spend up to 30% of their income on utilities. “Geothermal was one thing that came up, and the residents were really interested in it.”
Stults hopes the project aligns with the administration’s goals. “This is American-made energy. It’s our grounds, our soil. It’s pretty powerful.”
Texas and the Path Forward
Thurman uses his model home in Whisper Valley to compare utility bills with traditional HVAC systems. For a similar-sized home, utility bills in June and August 2023 were $42.16 and $74.54, compared to $233 and $326 for a traditional system.
Turov acknowledges that some developers have opted for traditional systems. “Developers are reluctant to innovate, usually because it costs more, even though there are great benefits from using the technology.”
EcoSmart Solutions has lobbied Texas lawmakers for changes that could help geothermal grow. Measures include cutting drilling regulations, allowing systems to connect to the grid, and paving the way for financing through bonds and special taxing districts.
“I think right now, we're in the first adopter stage,” Turov said. “And that’ll probably still be the case for the next few years. And then I think more and more people will adopt it.”
