Honoring Heroes: Missouri Public Safety Medal Recipients
More than 30 first responders and civilians were recognized for their exceptional bravery and dedication on Tuesday as Governor Mike Kehoe presented them with Missouri Public Safety Medals. These awards celebrate individuals who went above and beyond their duties to protect and serve the community.
Public Safety Civilian Partnership Award
This award honors civilians who provided critical assistance during emergencies.

Terry Mefford and Kenton Parsons, nominated by the Shelby County Sheriff’s Office, showed incredible courage when they helped prevent an SUV from falling into a ditch. On July 8, 2024, Mefford noticed an SUV moving slowly on U.S. Highway 36. He followed the vehicle and observed it teetering on the edge of a drainage ditch. With Parsons, he managed to stabilize the vehicle until help arrived.

Alan Crook and Luis Carlos Garza, nominated by the Hazelwood Police Department, played a vital role in an armed robbery investigation. During the incident, a suspect attacked Officer Brandon Runyon, and the stolen items fell near the struggle. Their quick actions helped officers secure the scene.

Tony Carey, nominated by the Kansas City Police Department, acted swiftly after witnessing a crash involving a police officer. Despite not being familiar with police equipment, he activated the emergency radio on the downed motorcycle, ensuring the officer received timely assistance.

Sean MacDonald, nominated by the Missouri Department of Conservation, was instrumental during a flood emergency. On November 4, 2024, he used his front-end loader to assist in rescuing a woman trapped in her car. His efforts were crucial in saving lives amid dangerous conditions.
