The Search for Rockford’s Next Fire Chief Intensifies

Rockford is currently in the process of selecting its next fire chief, with five finalists vying for the position. Each candidate brings a unique set of experiences, leadership styles, and community ties to the table. The Fire and Police Commission received 14 applications, with seven from within the Rockford Fire Department and seven from outside the department. After an extensive review of resumes, the commission narrowed the field down to these five candidates.

Commissioner Rudy Valdez emphasized that the selection process was focused on identifying strong leaders who can handle the demands of the role. He explained that the ideal candidate should understand the department's history, recognize what has worked and what hasn’t, and be capable of guiding the department through future challenges.

Finalists Overview

Matthew Cordonnier – Logistics Chief, Rockford Fire Department

Matthew Cordonnier has climbed the ranks from firefighter to logistics chief, earning an associate’s degree at Rock Valley College and a bachelor’s in Fire Administration. He is currently completing a master’s degree in fire executive leadership and public administration.

Cordonnier highlighted his leadership during the COVID-19 pandemic, where he oversaw PPE supplies, testing sites, and mass vaccination clinics, coordinating 200 staff members and serving 2,500 residents daily. He also pointed to his experience managing large regional disasters, such as the chem tool fire and last year’s flash flooding, which was declared a federal disaster.

He has also been instrumental in securing multimillion-dollar projects, including a new emergency operations center and upgrades to the department’s 40-year-old communications system.

Scott Bavery – Assistant Chief, Madison Fire Department

Scott Bavery, an external finalist, brings 15 years of experience in Wisconsin. He holds a Master of Science in Emergency Management Services and recently completed the Executive Fire Officer Program at the National Fire Academy.

Bavery believes his outsider perspective offers fresh ideas and a more objective approach to solving long-standing issues. He discussed his work in building Madison’s first peer support program for firefighters, developing mentorship initiatives, and rethinking staffing models. He emphasized the importance of mental health resources and support systems for firefighters.

Jeffrey Althoff – District Chief, Rockford Fire Department

Jeffrey Althoff has served the Rockford Fire Department for 25 years and holds a Master of Science in Public Safety Administration. He describes himself as a transformational leader, having guided firefighters through recent changes in ambulance staffing.

Althoff stressed the importance of being present at the station to boost morale and foster a sense of pride among firefighters. He believes improving station pride and encouraging healthy competition between stations can significantly enhance department culture.

Timothy Morris – Captain / Fire Prevention, Rockford Fire Department

Timothy Morris has 24 years of service with the Rockford Fire Department, holding roles such as firefighter, paramedic, fire inspector, investigator, academy instructor, and captain. He has a Bachelor of Science in Public Fire Administration and is pursuing a Master of Executive Leadership.

Morris emphasized his broad experience across all departments and his commitment to preparing the department for the future. He supports expanding the Explorer program in local schools, creating dual-credit and apprenticeship opportunities, and engaging students early to build a pipeline of future firefighters.

Rebecca Tyo – Captain, Rockford Fire Department

Rebecca Tyo has spent 16 years with the Rockford Fire Department, serving as a fire training coordinator and accreditation manager. She holds a Bachelor of Science and Master of Science in Kinesiology.

Tyo highlighted her personal connection to Rockford and her work on accreditation and strategic planning. She has been involved in developing mental health resources for firefighters and is passionate about community outreach. Tyo believes in formalizing an employee engagement process to ensure every voice is heard and valued.

Upcoming Events and Next Steps

The Fire & Police Commission expects to announce its final decision this fall. In the meantime, there will be an in-person meet and greet session from 5 p.m. to 8 p.m. on October 6 in Kresge Hall at the Riverfront Museum Park, located at 711 N. Main Street. This event provides an opportunity for the community to learn more about the candidates and their vision for the future of the Rockford Fire Department.
